How to Compute the PWD Discount in the Philippines

Under Republic Act 10754, Filipinos with a valid PWD ID are entitled to a 20% discount plus VAT exemption on covered goods and services. It works exactly like the senior citizen discount: how you compute it depends on whether the establishment is VAT-registered.

Formula for VAT-Registered Establishments

  1. VAT-excluded price = Original Price ÷ 1.12
  2. Discount amount = VAT-excluded price × 20%
  3. Final price to pay = VAT-excluded price − Discount amount

Example: ₱1,000 restaurant bill (VAT-registered)

VAT-excluded: ₱1,000 ÷ 1.12 = ₱892.86

20% discount: ₱892.86 × 20% = ₱178.57

Final price: ₱892.86 − ₱178.57 = ₱714.29

Total savings: ₱285.71

Formula for Non-VAT / VAT-Exempt Establishments

  1. Discount amount = Original Price × 20%
  2. Final price to pay = Original Price − Discount amount

Example: ₱500 medicine at a non-VAT pharmacy

20% discount: ₱500 × 20% = ₱100.00

Final price: ₱500 − ₱100 = ₱400.00

Frequently Asked Questions

How do you compute the PWD discount in the Philippines?

The PWD discount uses the same formula as the senior citizen discount. For VAT-registered establishments: divide the price by 1.12 to remove the 12% VAT, then take 20% off the result. For non-VAT establishments, simply take 20% off the original price.

Is the PWD discount the same as the senior citizen discount?

Yes, the benefit is identical: a 20% discount plus VAT exemption on covered goods and services. Seniors get it under RA 9994, while persons with disability get it under RA 10754. The computation is exactly the same.

What is RA 10754?

Republic Act 10754 (2016) is the law that expanded the benefits of persons with disability in the Philippines. It grants PWDs a 20% discount and VAT exemption on medicines, food, transportation, medical services, hotels and other covered purchases.

What ID do I need to claim the PWD discount?

You need a valid PWD ID issued by your city or municipal Persons with Disability Affairs Office (PDAO) or the local social welfare office. Present it before paying. Establishments can refuse the discount without a valid PWD ID.

Can I use both the PWD and senior citizen discount together?

No. If you qualify for both (for example, a senior citizen with a disability), you can only use one 20% discount per transaction. There is no double discount, so just present whichever ID is more convenient.

Does the PWD discount apply to online orders and food delivery?

For food purchases, BIR rules extend the 20% discount and VAT exemption to online and phone orders of PWDs, though the process varies by merchant. Most apps and restaurants ask for your PWD ID number when ordering, so have it ready and check each merchant’s policy.

What purchases are covered by the PWD discount?

Medicines, medical and dental services, restaurants, transportation (land, sea and domestic air), hotels and lodging, and admission fees for entertainment venues. Luxury items, alcohol and tobacco are not covered, and the establishment must be legitimate and accredited.
